Thomas Cecil Polwhele was a boarder at Shrewsbury House according to the 1911 Census for England and Wales. He was awarded Honours by the school in 1912 and went to Royal Naval College, Osborne.

During the war, served in the navy, where he was a Midshipman by the end of the war. He became a Lieutenant in 1922.
